They explain right there on the first bloody response "An unexpected review from the NSW Mines Department which the Company resolved with a positive outcome. This review did require additional consulting and legal advice than budgeted for.".
If they didn't respond to that properly and dot every t and i to perfection, the fines would have been so great it would plunge them into bankruptcy.
