As far as I know they haven't decided. I believe they are waiting for the consultants to specify the design parameters so they can go to the companies and see what scalability works best. There are several companies with the technology which if you do some research on doesn't sound like rocket science.
Search for "coal to liquids: on you tube and you will see some knuckle heads in the US producing in their back yard.
This is why I like this play, there is little exploration and benefication to the process, it's all about getting the reource which is done, and getting a mother sized processing plant designed and built and churn it up.
An interesting 6 months ahead I think.
