Because it is a repeat, and having seen it a few times before most punters wouldn't bother giving it a TU.
I reckon at least 5% of the humour forum are repeats in some way or other, often on the same day or close together, and the most frequent posters are often the most guilty of the double ups. Plus vids always get less TU than stills because they take more download capacity and often people don't bother watching them. About half the vids play with no sound on my laptop, a problem I can't be bothered trying to solve because if I want to watch videos I'll go straight to YouTube.

Wrong, wrong, wrong. In my pathetic little sad life, I read all the humour posts. Have done for a long time, and there is absolutely no 'systematic slaying'. The mods do a brilliant job I reckon of tolerating borderline racist, sexist, etc-ist posts, only censoring the blatant ones. To get an idea of what life as a moderator is like, I suggest you read:
