He did it to get the money to build the wall. Trump is going to take the money out of the DOD budget.
The financing for the wall was blocked and so he used his executive powers to produce the Ominbus spending bill and got $1.3 trillion usd for his military budget, the wall and whatever else he wants thereby bypassing the Deep State and Obama's crowd.
Up goes the wall and if California doesnt play ball they may find they are on the wrong side of the wall???
