I didn't see John's original post, but have lived in Zimbabwe.
The government took a % of USD earnings, from exporters/miners in return for Zimbabwe $ (hyperinflation was rampant).
Later the government mandated a 51% indigenous ownership in all companies.
Sovereign risk is very real when a countries forex reserves gets tight and the above can be used for political gain.
