This does not look good

I had a look at the Company's investor presentation in December 2017 just before they raised capital.
They disclosed that the Company's revenues were circa $15m but then when they released the actuals for half year to Dec 2017, they were only $10m.
Is it possible that the Company did not know they were going to miss their target, really???
If they didn't, surely that reflects poorly on the management team, if they did, that looks misleading to me.
