The ICC probably want teams to ball tamper with a little more subtlety than the Australians managed because the game is more entertaining when the old ball is swinging around. Every major cricket country has had players convicted of ball tampering without anyone ever incurring a significant penalty. I saw Chris Lynn quoted on the news saying every player has probably tampered with the ball at one time or another.
