If the ICC really has a major issue with ball tampering they'll hand out bans longer than one game for people who engage in it (Or in Bancroft's case no ban at all). Their statement that accompanied Smith's suspension was long on moral posturing while the penalty was short on real bite. It's easy to discourage activities like ball tampering which are reasonably common: spare everyone the long winded sanctimony but impose a meaningful penalty.
