The issue of ball tampering is a little more ambiguous than some seem to believe. For example there's an interview with Geoff Lawson that gets replayed on Fox Sports from time to time where he discusses the reverse swing that Pakistani bowlers pioneered. The attitude of the Australian team at the time was that they must be doing something to the ball, but no one had any problem with it. What they wanted to know was what the Pakistanis were doing so they could do the same thing. The one match suspension handed to Smith by the ICC seems pretty lenient, but also suggests they don't see it as the crime of the century.
