I think if you look over that research report, it assumes another two billion plus shares issued to obtain financing. However, if it was based on the current shares on issue then the valuation would be over $3 per share.
As I mentioned the other day, IBG is currently trading at about 2% of its NPV at current zinc prices. NPV US$1.4b at $1.57, market cap at US$31m. 10 bagging would only take it a quarter of the way...would be a good start though
