Traditionally end users are happy for miners to take the funding, construction, resource, market timing, commissioning etc etc risks. Then happy enough pay a premium when risk is dialled back to manageable levels. Typically with at least BFS in hand. I'm sure people have examples where this hasn't occurred but early T/O certainly in the minority in my experience... i.e. I can't think of one.
Exception would be another minor with deep pockets coming in... a RIO for example but haven't heard posturing anything along these lines for V which has a peaky reputation to deal with, think it's a long bow to draw at this stage.
VSUN probably a hindrance to a TO also right now, would definitely be spun off but wouldn't cover the transaction costs just yet.
