I will speak about CETO 4, because I like the story as it appears that CCE learnt from it, and please Mega feel free to correct me.
CETO 4 was made in partnership with EDF, a French Company, the design was altered and didn’t include a proper release mechanism in case of a storm. When they tested CETO 4 in Reunion Island a storm took the device away. They recover the device later on a beach. They learnt about the release mechanism. Storms are very hard to deal with when it comes to wave energy.
