    Why not just abolish stamp duty and apply land tax. As argued previously it would be imo good for the government and buyers in the long-run.

    But that is not a bad idea, though i dont think it is necessary, imo the issue has only been recent due to the sharp increase in migration and significant increase prices - which has in some instances i believe had encourage these owners to hold on for expected further capital gains.

    Some of the factors that have acted more so to restrained downsizing imo are - the desire to stay in a place the have lived in most of their life (dont want change). Lack of alternative accommodation option within local area they are familiar with. It has been well known downsizers prefer to remain within a locality they are familar with. One of the problems constraining supply is the NIMBY attitude and planning/zoning constraints.

    I think before you look at targeting the problem financially you need to make sure your alternative accommodation supply is sufficient, without supply throwing money of reducing tax is of little use.
