IMO That quote was in response to underground mining costs (feasibility study) from memory.
The only logical explanation I got in my (amateurish) mind is that the next planned exploration target which originally going to be included in the maiden JORC ANN (and was based on deeper drilling), got included in the Indicated (upto 425Meters deep) and Inferred (From 425 meters to 600 meters deep) categories of the JORC, so now there is no need for any more deeper drilling (and hence no inclusion of the next large exploration target in the JORC ANN, as that target is now already been included straight away in the maiden JORC). (Thus saving a lot of $$ and time which would be otherwise required for proving up the next larger target that was envisaged).
