The World Bank says that global population was 6.931 billion in 2010 (rising to near 7.5b in 2016). Dividing ounces by population yields nearly 0.017oz per year per head of population. There's not a lot of new investment silver bullion available, full stop.
Skol may come back with speculation about exponentially rising production - that'd be curious.

I've tried to rationalise your numbers, but dividing annual silver production by world population is about as eccentric as it gets. If you think there's a shortage of silver check this out.......
