Appears to be some test pools and a few sea containers.
Looks to me like the sort of scoping work required to examine chemistry etc.

Can't wait for the trigger to be pulled on this one. When the plan and $$ are in place, they will get it cranking.

I reckon 18months should get first decent set of ponds built and first evap cycle completed.
In parallel they build the plant (modular?), which will be ready for processing the first batch of conc. brine.
