I'd prefer CLA wait a little longer and capitalise on SP appreciation before undertaking the works you have suggested.
Why raise for those works at 5-6c (CLA SP 6 months ago) when you might be able to raise at 20-30c once JORC & MOU news is built into the SP? At the end of the day, dilution is what kills shareholder value, it should be avoided as much as possible. I'd rather have 600m shares on issue than over 1Bn.
