I think you are overlooking things but you could start with the 439A Report:

I'm certain there was a fire involved at the plant at some stage too.
Largo and Bushveld two vanadium producers (not Australian based) use conventional salt roast. The other method, acid leach is untested from what I understand and isn't used by any producers, so can't comment on that method.
I don't think you can compare AVL to Atlantic, many other miners focusing on other resources end up under external administration too...it's mining. From memory, I think Atlantic purchased the Windumurra project back from the administrators (I think the administrators were only appointed to the subsidiaries holding the project). So who knows we may see Windumurra come back to life
