This document I found does a risk analysis of another situation (back in 2012) where an exploitation (not exploration, which is the case for AVZ) license was overlapped by a rejects exploitation (tailings) license. My reading is it shouldn't be a problem, but I would expect there to be market announcements on the topic when/if the situation progresses from exploration to mining.
