    Theoretically AVZ could sign a JV with X, then agree TO (for its %) with Y. But X would certainly complicate the issue. Entering a JV with X should have LOM (or atleast minimum contract length) so could be financially punishing to AVZ if going with TO after JV if that makes sense?
