    You can just put a sell order in. It then prompts you if you are sure and you hit ok.

    I accidentally found this out when I had 1 too many 0's on a sell order a while back Lucky I noticed otherwise I would of sold shares that I didnt own. So yes, you dont have to own shares to put a sell order in so this can be manipulation of the share price to make people sell lower/under a big volume of shares. Most likely being mopped up by the manipulator.

    This should not be legal and you should not be able to sell shares you dont own.
