When many inexperienced investors see the share price falling (even on small volume which is what is happening here) they start to think they are 'out of the loop' and there is something 'more to this' ... and so they sell.

A slow and consistent decline in the SP over the period of a month during which time we've had an announcement of a director buying more shares and a further $1.4m contract win is explained by the fear selling of inexperienced investors?

The sentiment should be positive, yet it is not. Why?
