This is currently a bit of a slow period for stockbroking industry; the typical post-reporting period lull, if you like.
And we know that lulls are not good for the profits of stockbrokers.
So, I suspect this is a somewhat pro forma piece of "research" which - whenever things get a bit quite on the trading desks - gets dusted off, the date changed from the date it was last rolled out, and a few stock names added/deleted (depending what stock prices have done since the last time the report was trotted out).
All with the aim of breaking the lull and getting clients to place a few orders, one way or another.
Put another way, I think I've heard CGF being touted as a takeover target, by either some or other broker or some or other financial media outlet, several times a year ever since the company listed 15 years ago.
