Pence would but Trump won't. Even if Trump does partly understand the extent of robotic automation in new heavy industry plants (those old production line jobs are never coming back) his red neck supporters do not.
As I see it the Trump tariff stance has everything to do with the 2020 election and a political need to have a few runs on the board.
