Obviously all the below is my opinion and my opinion only.
Admin/Mods are fully aware about the GA abuse/not really understanding what GA button is trying to be achieved. At the moment it is merely a information collection at the moment. Touting for likes is against the rules and any posts reported/seen by mods that do tout for thumbs is removed. If a member constantly does tout for thumbs they will be temp suspended to stop the member(s) from doing it in the future.
Mods are thick skinned enough to take the flak, some mods can handle it and others can't hence why some mods have come and gone. Being a mod you get to see the worst parts of HC, that many members don't experience, nor mod ever wishes members to experience. Mods are just a normal every day poster with a little more site abilities. To stop bias from happening this is why the rules of owning a stock you can not moderate. I would even go as far as even if a mod has an interest in a stock they shouldn't mod on the stock either. When members realise mods are just like normal everyday posters (cause we are) it become a bit more civil. Though this takes time to get members to comprehend, but in time they do.
If mods were given a 2nd ID, that would go against the HC rules of only 1 account per person, as well as any trust/honesty towards the mods would now be discredited. HC has always been fully transparent with members in regards to mods and stocks they hold and I can't see that ever changing.
I personally can not see the thumb down ever coming back, the extra amount of work pushed onto volunteered mods cause of all the flaming/baiting/abuse from those on the receiving end, is just not needed or warranted.
