Probably New Hope trying to get a bigger hold on the shares.
I like the excuses they find when they say they are offering/paying 40 or 50% premium on the last VWAP of the shares, when they could/would have been the ones pushing it (the sp) down, and keeping it there, in the first place.
All in all, they pay very little premium, if any.
