Here is the passage under discussion.
John 20:28-31 New International Version (NIV)
28 Thomas said to him, “My Lord and my God!”
29 Then Jesus told him, “Because you have seen me, you have believed;blessed are those who have not seen and yet have believed.”
Thomas said "My Lord and my God"
Thomas called Jesus his Lord.
Thomas also called Jesus his God.

Jesus answered in verse 29 by saying that because Thomas saw Jesus Thomas believed (“Because you have seen me, you have believed.")
Believed what? Fair question?
Believed what Thomas had just stated about Jesus.

What had Thomas just just stated about Jesus?
"My lord and my God."

What was Jesus affirming (Because you have seen me.....and so on) ?
He was affirming what Thomas had just said: Jesus is Thomas's Lord and God ("My lord and my God.").

Who was Jesus referring to when he said that those who did not see but believed?
He was referring to those who did not see what Thomas saw, but believed.
Believe what?
The same as that which Thomas believed: Jesus is Thomas's Lord and God.
