On the contrary Wotsup. I say holy spirit belongs to God and that he gives it to whom he wishes. God is a person, whereas holy spirit is not. The fact that it at times is personified is often seized on to support that idea , but there are many other verses that show otherwise.
(Matthew 3:11) I, for my part, baptize you with water because of your repentance, but the one coming after me is stronger than I am, whose sandals I am not worthy to take off. That one will baptize you with holy spirit and with fire.

(Acts 2:3, 4) And tongues as if of fire became visible to them and were distributed, and one came to rest on each one of them, 4 and they all became filled with holy spirit and started to speak in different languages, just as the spirit enabled them to speak.
