In fact a 'base load source' is one that can reliable supply a source all the time. That INCLUDES wind or solar that has sufficient "storage" to guarantee a continued/continuous supply. If you are silly enough to do it in a polar region then you would need a hell of a lot of storage - but most people would choose to do it where short term large guaranteed storage was available. Battery storage has almost reached the stage where it can guarantee solar and wind as a 'base load source'.
