As far as I know, there is no app. There is only the tipsly-app.com website, which is a shopify store front.

From my perspective the website and images appear to be vapourware (software or hardware that has been advertised but is not yet available to buy, either because it is only a concept or because it is still being written or designed.)

This is how the Tipsly app was announced to the market:
