I don't think it is quite as simple as anyone having 20db loss in their hearing is entitled. In fact, I think you will find it is incorrect. There is actually a criteria which needs to be met, it's called the Minimum Hearing Loss Threshold. I don't know if you are ramping or not, but your condescending language is unnecessary in trying to get your point across.
