Dude 3b is for share issues. Unless the seller is a sub holder there is nothing to announce and it's not the companies obligation to keep track of sub holders anyway I don't believe.
It's not nice watching my loss here get stupidly big(my own fault for chasing it into the 3s first time around) but I just see this as a buying opportunity myself. It will bounce soon enough I think.
