He made those comments in May 1986.
The stock market collapsed in October 1987 and real estate hit the skids in 1989. So there was a fair delay in the comments and the markets peaking before collapsing.
I doubt his comments inspired confidence but both markets rose strongly for some time after he said that.
I found this while I was looking for the date and thought it was a very confident Keating at his arrogant best.
