It was a political decision to cancel the previous contract, allegedly because of 'security concerns' with Huawei, but politicians are more strategic than any other profession.

Having a cable to announce for Brisbane fits their political agenda in their timeline to the next federal election. There are more marginal seats in Queensland than the rest of the country, so it has their focus. And Turnbull would love to try and offset the reputation damage he has received from the NBN.
