I'd be very surprised if its the Traditional Owners as why would you have a second negotiation process for the haul road when the first set of negotiations took in excess of a year to achieve. You would do both together.
My understanding is that there were a number of different options open to MLM. One was with Rio Tinto (which Rio Tinto did not want to be involved in as it exposed them to 'Risk' which they as a huge company don't need to expose themselves to. The 2nd is the Local Council and the 3rd is the Department of Natural Resources.
We have a quarterly report due at the end of April, perhaps we'll have an update by then.
