Very true, that.
The Chinese (as well as the Koreans, Singaporean, Taiwanese, Koreans, Thai, Indians, Vietnamese, etc. etc.), are comprehensively out-competing us. (Except, perhaps, in the somewhat sullied areas of enterprise that involve financial engineering of one sort or another.)
At almost all facets of commercial enterprise, the Chinese are productive, innovative and fast-learning.
Yet, as the manufacturing sector in Australia has been out-competed over the past two decades, largely because of unchanged 1960's-era management styles and workplace practices - resulting in the shedding of hundreds of thousands of jobs - certain special interest groups in Australia have apportioned the blame to the various state and Federal governments, as well as to the corporations that conduct business in Australia.
I personally know of a primary school teaching post where the incumbent teacher is absent so often due to being unwell [*], that the taxpayer is effectively paying two teachers to do the one job.
I'm guessing that sub-optimal situation wouldn't be as commonplace in China as it is here.
[*] Uncannily, said teacher with "health" problems has a clairvoyant ability to know when she is going to be sick two or three weeks hence, and the fickle finger of fate always tends to strike at her on a Thursday afternoon or on a Sunday night. But, as I said, her telepathic abilities always mean she has a substitute teacher lined up weeks in advance
