You're right there Yeatesy, but also the Chinese can sometimes cut through the red tape when it suits them - they don't seem to have any problems getting projects up and running in quick time, when it's to their advantage.
I wonder if there's more to it than meets the eye - if the numbers stack up as we are lead to believe, one would think that the financing would have been done and dusted by now. In playing the Devil's advocate here - I hope there are no legal or political issues that are holding us back at this stage.
I still feel it's that clooose, but it's been such a frustrating process!
