Sad to see we've made snitching official, all very Orwellian (though with the amount of rubbish tossed out by bogans on the street where we live it might not be such a bad idea in this particular context? ).
Looks to be a government shakedown scam where they hope people will just pay the booty (stand and deliver!) without question. Plenty of wierdos around now who would dob you in for funsies. I'd go to court, see the duty solicitor on the day so you don't have to pay for one of those too.
