I moderated the poster/posts because I believe HC does not want to become a vehicle for unsubstantiated unprovable information coming from a website of suspect origin.

You state that there was a link to a pdf from an official govt entity. You and I have no way of proving that the letter was actually from an official govt entity other than to place a call to that entity. I did in fact do this, the writer was unavailable. I now have left the dept with links to the web site and the letter so that they may verify for themselves whether they did in fact write that letter.

You may recall some years ago a solicitor named Max Green who was killed in Thailand. He was involved with a fraudulent scheme of raising funds from the Jewish community to pay for such obscure things as the barriers for the Yarra tunnel. He forged the letterhead of Transfield Obayashi using a scanner and created letters that appeared for all intents and purposes to be written by the directors of Transfield Obayashi. After he was murdered in Thailand, the authorities also found forged copies of various Titles Office stamps that he had been using on Certificates of Titles.

That is just one example of how people can fraudulently create copies so that unsuspecting people believe the information is valid. The millions of dollars that this man swindled were never recovered as he siphoned them off into a sapphire scam in Thailand, but was eventually 'topped' by the scammers there.

With that sort of knowledge in mind, I'd be very circumspect about a letter being published on a website from supposedly a govt authority that had the name of the addressee hidden, as well as any date or telephone number of who to contact if you wished to discuss the matter further.
