Might the tardy approval process have anything to do with the lack of funding available to DoT’s?

Contrast that to Sydney where funding is available for NorthConnex, WestConnex, Northern Beaches Cross Harbour Tunnel, two new lengthy metro rail tunnelling projects, a rail extension to the new Western Sydney Airport (WSA), a new Rail Line through western Sydney to WSA, the new M12 Motorway to WSA from the M7 and go ahead has been given for the Aerotropolis, a new smart city of 250,000 around WSA ... there is more, but my drift is clear.
