The UK is not missing out altogether, much of the R & D is being done over there. A 1/20 scale model should be undergoing testing in the wave pool at U of Plymouth now or very soon.
I would think BREXIT had a major bearing on the decision to put WaveHub on hold. If they can ever get that sorted they might be a chance.
Cornwall is probably the best place in the world to build the buoyant actuators.
Several other companies have built and tested them at Falmouth before deployment.
I would think that is still a possibility.
