Because, supposedly, it will help them get a deal. Don't get me wrong, along with everyone else I believe getting a deal is still plan A. But all this talk of possible CRs made me think: maybe they can't, at least not so easily. Even if they can the timing still works out: do the CR when you need the money which is end this year/ early next year.
