Condisoil formulation is actually WLP, NUF & inert filler. Ratio is unknown however Lynas Malaysia vice-president Datuk Mashal Ahmad has stated that once condisoil is approved a PDF will not be required.
“It is stipulated in our licence that if our commercial application for the residue fails, we must find a site for a permanent disposal facility. Now that the commercial application is being registered, the need for the facility has become irrelevant,” said Mashal

In accordance with its license conditions in Malaysia, the Company made further security deposits in the amount of US$23.37m (A$30.9m) in the December quarter, as collateral for the financial guarantee or bond, issued to the Malaysian Atomic Energy Licencing Board (AELB). As far as I am aware Lynas is in compliance with all regulations so FOSL will be a mere formality IMO.
WLP is stored an outdoor RSF, you assertion WLP must be enclosed and under a roof is wrong. Same goes with the on-site storage facility being built piecemeal.
To be honest I don’t how much capacity remains in the storage facilities but I don’t believe it is an issue. If it concerns you so much get in contact with the company.
