Actually no, they have been removing overburden due to bottlenecks in the supply chain. The river has been too low so when the inventory space at the mine site is backed up instead of run of mine coal they are mining waste.
Also they have double digit strip ratios so it is not possible that they have removed enough waste to expose a million tonnes of coal. The mining rate is no where close enough to move those volumes of waste.
