Optane is just a Solid State Drive (SSD) product that is very fast, but also very expensive. Basically all decent laptops don't have spinning hard drives anymore, they have an SSD mounted on a small board not much bigger than a stick of gum. It makes the startup time very short, also helps with power consumption and portability. If you've got a slow PC or laptop running an old spinning hard drive it's one of the best value for money upgrades you can perform on your system.

Optane is the top of the range product. As a base for comparison you can buy a well performing SSD for your PC or laptop 256GB costs about $120. Optane are selling 64 GB for 199. Which is just enough to fit windows and office on, not much else.

Despite the speed of optane, system memory (RAM) is still a lot faster and 4ds is looking at surpassing those speeds but bringing it to the storage side of a computer system.
