I think Rameez covered it best imo. Some people want others labelled as bullies as a form of bullying themselves. I think it is an over used term in some situations and deflects on the seriousness of true cyber bullying in other areas.
HC has it pretty well covered and rather than want the bully labelled why not simply ignore them rather than trying to take the higher ground and win the argument/battle. Report via TOU and let the mods do their job. They don't always get it 100% right but are pretty consistent with their approach (I have recently notices).
If two posters disagree with one is that bullying? To define it and apply it would be a case by case basis I would have thought.
Of course though this is all just my opinion and worth no more than any one else.
