Hi Zipper, re "Why or should I say how, do you expect anyone to define, let alone police it?"
The why should be obvious, to protect members and also to protect HC from any legal liability

How to define it, well we have a defamation guide, perhaps they should get together with their legal eagles and come up with a bullying guide.

Police it, well they seem to manage to police defamation as they have a guide which members can reference and then report any breaches with a seperate category.

The lack of any bullying guidelines and no TOU category for bullying would in itself likely leave them open to a claim of insufficient action. Doesnt seem to have the same level of urgency that defamation has. Not sure how mod cases are assigned but I would assume defamation category jumps to top of queue, I wonder where flaming and baiting category sits in the priority, somewhere in that category are the bullying cases that get reported for flaming and baiting
