"what does it mean 'to bounce the ball to wicket keeper'???"

They are referring to fielders in the outfield that throw the ball in to the wicket keeper and deliberately bounce the ball in rather than throwing it into the keeper on the full.

This is the umpiring fraternity trying to flex their muscles. (ridiculous might i add)

It is much easier, more accurate and quicker to return the ball on the bounce rather than on the full and as the fielders are performing their duties in a reasonable manner it is ridiculous for the umpires to suggest otherwise!

There are pedantic sectors of the umpiring fraternity that think the teams are "deliberately trying to change the condition of the ball by bouncing it in.

It is ridiculous in principle, as for the ball to swing, in theory you have a shiny side and a non-shined side.
Players returning the ball by bouncing it in would not know what side of the ball it is going to bounce on.
The grounds are so lush and good at that level that bouncing the ball in would have no impact on the state of the ball!!

Here are the laws regarding that:

41.3.1 The umpires shall make frequent and irregular inspections of the ball.  In addition, they shall immediately inspect the ball if they suspect anyone of attempting to change the condition of the ball, except as permitted in 41.3.2.
41.3.2 It is an offence for any player to take any action which changes the condition of the ball.

Unless you were in India where they want the ball roughed up for the spinners and they are deliberately trying to hasten the process, i could understand the umpires addressing it.

However on a day to day basis bouncing the ball in should be an acceptable part of the game!
