Hydrogen has already made it. The only thing that remains is rolling out infrastructure. Unfortunately, that's a very large undertaking. No one will have a dispenser at home, imo. 10000 psig is the storage pressure, btw.
One of the two "big ideas" behind hydrogen fuel cell cars is to replace ICE vehicles which produce CO2. To turn around and obtain hydrogen by coal gasification, which generates byproduct CO2, defeats the point, just as using coal-fired grid power to charge an PHEV/BEV does. Except the grid keeps getting cleaner whereas clean coal is still firmly in the future.
It makes no difference that more energy is required to create hydrogen by hydrolysis than is obtained by so doing. It's impossible for it to be otherwise, in fact.
The first point is to use hydrogen as the electrochemical energy storage medium instead of chemicals of a different sort, e.g., lead or lithium compounds. Hydrogen is very transportable (pipelines, tankers), easily burned with air, energy-dense and nontoxic.
The second point is to store the unused output of renewable energy generators for later use. When the sun is shining too bright or the wind blowing too strong and the excess energy would be wasted (or curtailed), instead put it to use electrolyzing water to get hydrogen, or use it to charge vanadium redox or lithium ion batteries. One might even dedicated turbines or panels full-time to perform such tasks (already being done).
Until CO2 sequestration and/or upgrading technologies are ready for the big time, it doesn't matter what color the coal is in Victoria; it's a dumb idea to "burn" coal to obtain hydrogen until clean coal is a reality. There are many better ways of creating hydrogen.
