Testing does not need to occur on our public roads. They do it because it is cheap and we let them get away with the odd life here and there.

Infrastructure should be looked at as well to optimize the result.
We shouldnt be building normal roads and highways now, we should be building them with autonomous vehicles in mind. There may be a difference.
Uber need to be made an example off here. A life for profit and to avoid expense. What value do you put on the life of a loved one? Uber would have already calculated the acceptable loss. It needs to exceed it greatly.
